Overview of ACE Work Groups

Introduction

This document has been prepared by the Secretariat of the ACE as a document that will serve a number of purposes:

Firstly it gives to all Member Organisations and to their delegates, an overview of the Work Groups of the ACE, their tasks, the persons responsible for executing those tasks, the expected outputs, the relevant EU Policy or legislation to which the task relates and the deadline for delivery of the outputs to the Executive Board.

Secondly it is a management tool for the Executive Board that is charged with the responsibility of co-ordinating the work of the ACE and of ensuring the efficient and effective working of the ACE.

Thirdly it is a communication document that informs those outside of the network of Member Organisations of the ACE of the work underway, thus giving a view of the political priorities of the ACE.

It is anticipated that the document will be regularly updated so that it will always give an accurate “snapshot” of the current state of play in the work of the ACE.  In this sense it is complementary to the “Mid-Term Policies” document that is prepared twice a year and distributed at the General Assemblies of the ACE.

THEMATIC AREA 1: ACCESS TO THE PROFESSION

Description

TA1 addresses the issues that surround the means by which persons gain access to the pursuit of the profession of architect.  That is to say that it deals with issues that arise in three key areas of the education and training of architects:

1. Initial education at a University level that leads to a qualification listed in the relevant Annexe of the PQD of the EU.
2. The period of professional experience that graduates usually undergo after their academic training and that is generally required by the MS before a person can take up practice as an independent architect.
3. The procedures and requirements that are imposed by registration bodies on applicants for entry onto a register.  This is a usual practice in most EU countries and is often accompanied by a licensing procedure that permits registered persons to independently pursue the practice of the architectural profession.

In order to structure the work of this TA, a number of WGs have been established and specific tasks have been assigned as set out in the following pages.

Description
TA2 addresses the issues that surround the practice of architecture and the interface of the profession with the market for architectural services both inside and outside of the European Union.  As such the WGs in this TA are particularly concerned with legislation and regulations that affect the day-to-day running of an architectural practice and it works on the creation of practical tools to assist and guide the profession in meeting its duties and obligations.

The TA also addresses issues that affect competition between architects and issues that arise from consumer concerns to have a quality service available to meet their needs.

Therefore, the WGs in this TA cover a broad spectrum of activities and constitute, together, the main engine for the policies of the ACE.

Description

TA3 addresses the relationship of architecture to society by looking at the matters that are of concern to citizens in which the architectural profession can play a significant role.

The objective of the work in this TA is therefore to raise the profile of architecture in the eyes of society and to clearly demonstrate the added value that an architectural approach can bring to answer the main challenges that face society.

The work in this TA is carried out in a flexible manner that permits the use of Work Groups, rapporteurs or workshops to achieve the aims set by the ACE.  It is a TA that addresses the big issues of sustainability, housing, urban issues and research.  Because these topics deal with macro-issues, there is an overlap with the work in other TAs and therefore a need for close coordination to ensure efficient and effective progress on the issues addressed.

The Coordinator, J Querol has taken on full responsibility for the preparation of a new book under the working title “Architecture and Quality of Life” that will be published at the end of 2009.  Reflecting the flexible approach within this TA, the work being undertaken is listed under headings and not under “Work Group”.

Collect good practices and built examples in the EU Member States showing the physical dimension of successful urban policies and projects; these case studies shall be taken from publications and from the experience and knowledge of members of the WG, no new research work, just a selection of projects and a critical introduction in a new format will be needed.

That the collected examples be proposed to the EU to form the basis of the definition of criteria to be used in developing the rules for funding of revitalisation or development of urban projects (renovation and regeneration) under the Structural Funds regulations.

Following a study of the indicators of urban quality adopted by some EU Member States and other organizations working in the urban development sector, draw up specific indicators that can be used notably in public procurement and selection of quality based projects and sustainability

The WGR is kept informed of the involvement of the ACE in EU-funded Projects.  It is called upon, from time to time, to express its view on the merits of engaging in projects and it highlights the views that should be incorporated by ACE experts in these projects.
